Alexandra Hájková 591236f1a3 elf: Add tst-ldconfig-ld_so_conf-update test ...

Test ldconfig after /etc/ld.so.conf update and verify a running process
 observes changes to /etc/ld.so.cache.
 The test uses the test-in-container framework.
