Stephen Webb c323afe195 Rework CI-unix.yml to add clang 
Added clad as a toolchain variant.

Also made the following changes.
   - Eliminated duplicate cross builds.
   - Fixed Ubuntu and toolchain versions.
   - bumped QEMU version.
