Refactor btmtksdio_runtime_[suspend|resume]() to create the common funcitons btmtksdio_[fw|drv]_pmctrl() shared with btmtksdio_[open|close]() to avoid the redundant code as well. This is also a prerequisite patch for the incoming patches.
