Johan Hovold cda64188ca serdev: ttyport: ignore carrier detect to avoid hangups ...

Serdev currently does not support hangups so make sure to set CLOCAL to
prevent loss of carrier from triggering one.

Note however that not all tty drivers honour CLOCAL.
