Mans Rullgard 2e2b8ef8e0 mpegaudio: move ff_mpa_enwindow to a separate file ...

This table is used only by mpegaudiodsp and mpegaudioenc.  Separating
it allows dropping some dependencies from mpc[78] and qdm2.
