Update issue templates (#1348)

Browse Source 
* Port over the old Issue Template to the standard way of doing Issue templates.
  - Some minor formatting and wording changes along the way.
* Add a note that Tasmota output is not acceptable.

_If VS1838b: That is likely your problem. Please buy a better one & try again. Reporting a capture or decode issue when you use one of these is effectively wasting our & your time.
