Eric Dumazet f20cfd662a net: add sanity check in proto_register()
prot->memory_allocated should only be set if prot->sysctl_mem
is also set.

This is a followup of commit 2520611151 ("crypto: af_alg - get
rid of alg_memory_allocated").

``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
